摘要:
目的 分析广西某紧密型医联体成员单位在核心医院帮扶后的运行效果，为政府和医疗机构决策者制定提供政策依据。方法 运用Topsis法和综合指数法对核心医院和某成员单位的医疗质量进行综合分析评价。结果 运用Topsis法评价2016-2020年的医疗质量，接近程度Ci值结果分别为0.1647、0.2486、0.6539、0.8692、0.6902，运用综合指数法评价2016-2020年的医疗质量，综合指数I值分别为综合指数1.547、2.169、3.409、5.373、4.259，成员单位的医疗质量均为2016年最差，2019年最佳，且呈逐年上升趋势。2020年受突发公共卫生事件影响，医疗质量下降。运用两种方法的评价结果与成员单位实际发展情况相符。结论 核心医院对成员单位实施系列帮扶措施后，医疗质量显著提高，该紧密型医联体的运行管理模式可为分级诊疗制度建设提供决策参考。
Abstract:
Objective To analyze the operation effect of a member unit of the tight medical association in Guangxi after the support of the core hospital, in order to provide a reference basis for government and hospital policy makers to formulate relevant policies.Methods Topsis method and synthetic index method were used to comprehensively analyze and evaluate the medical quality of core hospitals and a member unit.Results The Topsis method was used to evaluate the medical quality from 2016 to 2020, the results of the proximity Ci values were 0.1647, 0.2486, 0.6539, 0.8692 and 0.6902, respectively. The synthetic index method was used to evaluate the medical quality from 2016 to 2020, the comprehensive index I values were 1.547, 2.169, 3.409, 5.373 and 4.259, respectively. The medical quality of the member units was the worst in 2016, the best in 2019, and showed an increasing trend year by year. In 2020, due to the impact of public health emergencies, the quality of medical care declined. The evaluation results of the two methods were consistent with the actual development of the member units.Conclusion After the implementation of a series of support measures by the core hospital to the member units, the medical quality has been significantly improved. The operation and management mode of the tight medical consortium can provide decision-making reference for the construction of the hierarchical diagnosis and treatment system.
