目的 通过调查了解海南省疾病预防控制机构标准化建设现状、存在问题及其可能的影响因素,为推动新一轮全省疾病预防控制机构标准化建设提供政策建议。方法 通过调查问卷收集统计18家市县疾控中心2019-2023年基本情况,查阅统计年鉴和海南省政府官网,收集本地区常住人口数、生产总值、人均GDP等数据。比较疾控机构人员编制、标准化建设指标,利用多元线性回归、二元Logistic回归分析影响标准化建设的因素。结果 2019-2023年,疾控机构人员编制达标率由较低转为逐渐接近国家标准(1.75人/万人),78.00%的疾控机构建筑面积达标,61.00%的实验室面积占比达标,实验室A类设备配置率大幅度提高,全省疾控系统OA统一平台尚未覆盖全省。常住人口(t=-3.486,P=0.001)、人均GDP(t=-5.038,P<0.001)、是否为区域中心(t=4.472,P<0.001)和年份(2023)(t=3.400,P=0.001)对每万常住人口核定疾控人员编制的影响有统计学意义;人员编制数(t=3.940,P<0.001)和是否为区域中心(t=2.750,P<0.001)对人均建筑面积有显著影响,是否为区域中心(OR=24.606,P=0.036)、人员编制数(OR=0.915,P=0.035)对A类设备配置达标情况有影响。结论 海南省疾病预防控制机构标准化建设取得一定成效,但不能满足于自贸港对公共卫生体系提出的需求,建议扩展标准化建设指标,开展新一轮疾控机构标准化建设。
Abstract:
Objective To investigate and understand the current situation, existing problems and potential influencing factors of the standardization construction of disease prevention and control institutions in Hainan province, to provide policy suggestions for future promoting a new round of standardization construction of disease prevention and control institutions in the Hainan province. Methods The basic situation of 18 municipal and county center for disease control and prevention from 2019 to 2023 was collected and counted through questionnaires. The statistical yearbook and the official website of Hainan Provincial Government were consulted to collect data on the number of permanent population, gross domestic product, and per capita GDP in the region. The indexes of staffing and standardization construction of disease prevention and control institutions were compared, and the factors affecting standardization construction were analyzed by multiple linear regression and binary logistic regression. Results From 2019 to 2023, the number of staff quota changed from relatively low to gradually close to the national standard of 1.75/10 000, the 78.00% of building area of disease prevention and control institutions reached the standard, 61.00% of the laboratory area of disease prevention and control institutions reached the standard, and the configuration rate of laboratory class A equipment was greatly improved, but the OA unified platform of disease prevention and control system in the whole province was not built. Permanent population (t=-3.486, P=0.001), per capital GDP (t=-5.038, P<0.001), regional center status (t=4.472, P<0.001) and the year (2023) (t=3.400, P=0.001) had statistically significant effects on approved disease prevention and control institutions staffing per 10 000 permanent population. The number of staff quota (t=3.940, P<0.001) and regional center status (t=2.750, P<0.001) had a significant impact on the building area, while regional center status (OR=24.61, P=0.036) and the number of staff quota (OR=0.915, P=0.035) had impact on the compliance of class A equipment configuration. Conclusion The standardization construction of disease prevention and control institutions of Hainan province has achieved certain results, but it cannot meet the needs of the public health system put forward by the free trade port. It is suggested to expand the standardization construction indicators, and carry out a new round of standardization construction of disease control institutions.
