摘要:
作为高风险的特殊行业，大多数医疗机构为应对医疗纠纷赔偿设立了医疗风险基金。本文回顾了2013~2016年医院医疗风险基金设置及运行的情况，探讨医疗风险基金实施的效果、运行中的问题及困惑以及如何搭建基于医疗风险防范的保障体系。建议跨医疗机构组建区域范围内无过错医疗风险基金及推行医疗意外保险，构建多种模式共存的医疗风险社会化分担机制。
Abstract:
Abstract：As a special industry with high risk,most medical institutions have set up medical risk fund to deal with medical dispute compensation.This paper reviews the establishment and operation of hospital medical risk fund from 2013 to 2016.This paper discusses the effect of the implementation of medical risk fund,the problems and puzzles in operation,and how to set up a guarantee system based on medical risk prevention.It is suggested that a no-fault medical risk fund should be set up across medical institutions and medical accident insurance should be carried out.Constructing the socialized sharing mechanism of medical risk in the coexistence of multiple modes.
