目的 增加决策制定者及相关领域的研究者对卫生技术评估(HTA)这一学科在中国的实际应用情况的了解,进一步推动HTA在中国的发展。方法 在CNKI、万方和维普数据库中以“卫生技术评估”“HTA”“医学技术评估”“卫生技术评价”“医学技术评价”为检索词,运用逻辑匹配运算式分别对题名、关键字、主题进行精确检索,检索时间设置建库至2018年12月31日,查阅有关HTA的文献,分析年发文量、发表期刊、HTA研究数据来源、基金情况、第一作者单位、第一作者专业以及HTA评估内容。结果 共纳入231篇文献,其中111篇文章的数据来源于一手资料,占48.05%,120篇文章的数据来源于二手资料,占51.95%。所有文献中期刊文献156篇,其中80篇包含基金项目,包括国际项目12项(15.00%)、国家级项目53项(66.25%)、省或直辖市项目15项(18.75%)。按第一作者单位统计,复旦大学和四川大学发表文献占大部分,分别为57篇(24.67%)和40篇(17.31%),其次为卫生部,8篇(3.46%)。对安全性和临床效果进行评估的文章共87篇(37.66%),对安全性、临床效果及经济学评价三方面进行评估的文章49篇(21.21%),除评价安全性、临床效果和经济学效益外,还对其他方面评价的文章27篇(11.68%)。结论 我国HTA类文章发表数量呈上升趋势,国际、国家、少数省以及直辖市已经开始资助HTA项目,但HTA领域的研究者相对集中在复旦大学、四川大学和卫生部,而且只有少量研究评估了该技术的2个或2个以上的方面。各级政府需要进一步推动HTA在中国的发展,以发挥HTA在决策制定中的重要作用。
Abstract:
Objective To increase the understanding of the practical application of Health Technology Assessment (HTA) in China by decision makers and researchers in related fields, and further promote the development of HTA in China. Methods In the CNKI, Wanfang and Weipu databases, the "Hygiene Technology Assessment""HTA""Medical Technology Assessment""Health Technology Evaluation" and "Medical Technology Evaluation" are used as search terms, and logical matching calculations are used for title, keyword, and topic respectively. Conduct accurate search, search time setting and build the library until December 31, 2018, consult the literature on HTA, analyze the annual volume, publish the journal, HTA research data source, fund situation, first author unit, first author professional and HTA evaluation content. Results A total of 231 articles were included, of which 111 articles were from first-hand data, accounting for 48.05%. The data of 120 articles were from second-hand data, accounting for 51.95%. There are 156 journal articles in all the literatures, 80 of which include fund projects, including 12 international projects (15.00%), national projects 53 (66.25%), and provincial or municipal projects 15 (18.75%). According to the statistics of the first author, Fudan University and Sichuan University published the majority of the literature, 57 (24.67%) and 40 (17.31%), followed by the Ministry of Health, 8 (3.46%). A total of 87 articles (37.66%) were evaluated for safety and clinical effects, and 49 articles (21.21%) were evaluated for safety, clinical effects, and economic evaluation, in addition to evaluation of safety, clinical effects, and economics. In addition to the academic benefits, there are 27 articles (11.68%) that have been evaluated in other aspects.Conclusion The number of HTA articles published in China is on the rise. International, national, minority and municipalities have begun to fund HTA projects, but researchers in the HTA field are relatively concentrated in Fudan University, Sichuan University and the Ministry of Health,and only a small number of studies have evaluated two or more aspects of the technology. Governments at all levels need to further promote the development of HTA in China in order to play an important role in the decision-making of HTA.
