摘要:
目的 了解盘锦市兴隆台示范区现有医疗卫生政策、医保政策对国产创新型医疗器械配置和利用的影响，为“十三五”重点研发计划“辽宁省创新诊疗装备区域应用示范项目”在兴隆台示范区实施过程中国产医疗器械配置数量和利用率提升政策创新提供科学依据。方法 2018年6月~7月采用面对面访谈形式，访谈对象为示范区所在市/区卫计部门主管医疗器械配置、卫计部门主管信息建设、医疗机构主管医疗器械配置、社保部门、会诊中心、二、三级医院主管信息建设的主要领导。主要访谈内容为医疗机构器械配置、远程会诊平台建设、医保政策等方面内容。结果 示范区所在市/区两级政府部门为示范区内公立基层医疗机构配置国产医疗器械。现有城镇居民职工医保政策，如提高基层医疗机构治疗糖尿病、高血压报销比例；将5种门诊慢病（高血压病三期、糖尿病、冠心病、脑血管疾病、血管支架术）治疗下沉到基层医疗机构；扩大城镇职工医保个人账户支付范围，如职工医保个人账户可以用于体检、疫苗接种。结论 目前盘锦市兴隆台区实施卫生政策、医保政策在一定程度上促进国产医疗器械在兴隆台地区利用和配置。
Abstract:
Objective To understand the existing medical and health policies and the influence of medical insurance policies on the allocation and utilization of domestic innovative medical devices in Xinglongtai demonstration area of Panjin City, and to provide scientific basis for the implementation of the 13th Five-year Plan "Regional Application demonstration Project of innovative diagnosis and treatment equipment in Liaoning Province" in Xinglongtai demonstration area.Methods From June to July 2018, face-to-face interviews were conducted in the form of face-to-face interviews. The subjects of the interview were the main leaders of the medical equipment allocation, the medical equipment allocation, the social security department, the consultation center and the second and third level hospitals in charge of the medical equipment configuration, the information construction of the health planning department, the medical institutions in charge of the medical equipment allocation, the consultation center and the second and third level hospitals. The main interview contents are device configuration of medical institutions, construction of remote consultation platform, medical insurance policy and so on.Results The municipal/district government departments in the demonstration area allocated domestic medical equipment to the public primary medical institutions in the demonstration area. Existing medical insurance policies for urban residents, such as increasing the reimbursement rate for treating diabetes and hypertension in primary medical institutions; treating 5 types of chronic diseases (hypertension, diabetes, coronary heart disease, cerebrovascular disease, vascular stenting) in outpatient clinics go to grassroots medical institutions; expand the scope of payment for personal accounts of urban employees ’medical insurance, such as personal accounts of employees’ medical insurance can be used for medical examinations and vaccination.Conclusion At present, the implementation of health policies and medical insurance policies in Xinglongtai District of Panjin City has promoted the use and deployment of domestic medical devices in Xinglongtai District to a certain extent.
