摘要:
目的 分析我国中医医院卫生资源结构变化趋势，为优化我国中医医院的卫生资源提供科学依据。方法 数据来源于《2017中国卫生和计划生育统计年鉴》和2018-2022年《中国卫生健康统计年鉴》，选取中医医院机构数、床位数和卫生人员数作为评价指标。运用结构变动度分析法对我国中医医院卫生资源结构变动趋势进行分析，以全国医院作为参照，采用偏离-份额分析法对我国中医医院卫生资源结构变迁趋势进行分析。结果 东部及中部机构数、中部及西部床位数和西部卫生人员数整体结构变动值大于0，呈正向变动；西部机构数、东部床位数和东部及中部卫生人员数则相反。西部机构数和卫生人员数以及东部床位数2016-2021年整体结构变动贡献率均达50.00%，结构变动较活跃，东部机构数结构变动贡献率仅6.87%，整体不活跃。东部机构数和东西部卫生人员数总偏离分量大于0，增长高于全国平均水平。机构数和卫生人员数结构偏离分量大于0，较于全国平均水平具有结构性优势。西部卫生人员数竞争力偏离分量大于0，较于全国具有竞争力优势。结论 我国中医医院卫生资源整体扩容，但各种类资源发展不同步，区域间发展不协调；应聚焦中医医院高质量发展，加强资源配置的宏观调控，促进资源协同发展。
Abstract:
Objective To analyze the change trend of health resources structure in TCM hospitals, in order to provide a scientific basis to optimize the health resources in TCM hospitals. Methods The data were derived from the China Health and Family Planning Yearbook in 2017 and the 2018-2022 China Health Yearbook. The number of institutions, beds and health personnel of TCM hospitals were selected as evaluation indicators. The structural change degree analysis method was used to analyze the change trend of health resource structure in TCM hospitals. Taking the national hospitals as a reference, the deviation-share analysis method was used to analyze the change trend of health resource structure in TCM hospitals. Results The overall structural change value of the number of institutions in the eastern and central regions, the number of beds in the central and western regions, and the number of health personnel in the western region was greater than 0, showing a positive change; the number of institutions in the west, the number of beds in the east and the number of health personnel in the east and central regions were the opposite. The contribution rate of the number of institutions and health personnel in the western region and the number of beds in the eastern region from 2016 to 2021 reached 50.00%, and the structural changes were more active. The contribution rate of the number of institutions in the eastern region was only 6.87%, and the overall structure was not active. The total deviation component of the number of institutions in the east and the number of health personnel in the east and west was greater than 0, and the growth was higher than the national average. The structural deviation component of the number of institutions and the number of health personnel was greater than 0, which had a structural advantage over the national average. The deviation component of the competitiveness of the number of health personnel in the western region was greater than 0, which had a competitive advantage over the whole country. Conclusion The overall expansion of health resources in TCM hospitals in China, but the development of various types of resources is not synchronized, and the development between regions is not coordinated; we should focus on the high-quality development of TCM hospitals, strengthen the macro-control of resource allocation, and promote the coordinated development of resources.
